Recent decisions involving large electricity users come as Virginia households face higher approved electric rates, prompting a closer look at controllable home energy systems.
FREDERICKSBURG, VA — Fredericksburg’s debate over electricity-intensive development reached a turning point last week when City Council voted 7-0 to reject the proposed 1500 Gateway data center project after more than four hours of public testimony.
The Fredericksburg Free Press reported Aug. 26 that the proposal called for a data-center campus on 84 acres near Interstate 95 and Cowan Boulevard. An earlier version had included four buildings totaling 2.1 million square feet; the revised proposal considered by council had been reduced to two buildings totaling approximately 1 million square feet.
The vote comes amid a broader Virginia discussion over electric demand and costs. In its most recent biennial review of Dominion Energy Virginia, the Virginia State Corporation Commission approved rates that it said would increase the monthly bill of a typical residential customer using 1,000 kilowatt-hours by $11.24 in 2026 and another $2.36 in 2027. The SCC also created a separate rate class, effective Jan. 1, 2027, for customers demanding at least 25 megawatts, including large data centers.
For homeowners, decisions about regional power generation and large commercial users are largely outside the household’s control. The operation and condition of heating and cooling equipment, however, are areas residents can assess directly.
Robert B. Payne Heating & Air, a Fredericksburg company founded in 1930, provides residential and commercial air-conditioning and heating repair, maintenance and replacement, along with heat-pump, water-heater and heating-oil services. The company serves Fredericksburg and communities throughout Stafford, Spotsylvania, King George and the surrounding region.
“When people start paying closer attention to their electric bills, the HVAC system is a sensible place to look because homeowners can actually do something about how that equipment is operating,” said Justin “JC” Brooks, Service Manager at Robert B. Payne Heating & Air. “That means keeping up with maintenance, paying attention when a system starts running differently and making sure the equipment and thermostat are being used appropriately for the home.”
Residents reviewing their heating and cooling systems can start with several basic steps:
Check HVAC filters regularly and replace dirty filters according to manufacturer recommendations.
- Keep supply registers and return-air vents open and unobstructed.
- Use programmable or smart-thermostat schedules that reflect when the home is occupied.
- Note unusually long run times, frequent cycling, new noises or changes in airflow.
- Schedule seasonal maintenance so operating problems can be identified before peak heating or cooling periods.
- Have older or repeatedly repaired equipment evaluated before deciding whether continued repair or replacement makes more sense.
